Clarkebond appointed to advise on £60m mixed-use redevelopment scheme
Plans to redevelop a vacant former Sainsbury’s site in Newport have been revealed at a public consultation event.
The site is at the centre of a £60m scheme which could see the prime River Usk location totally transformed by owners the Fear Group.
Both natural and man-made features conspired to create design and commercial hurdles so, when Clarkebond was appointed to advise on the scheme, overcoming these challenges was a priority.
The first challenge was a flood alleviation scheme in the form of a 2.5 km long defence barrier running alongside the River Usk which Natural Resources Wales (NRW) plans to install. A 250 metre stretch of the bund up to 0.75 metres high and 5 metres wide will pass through the proposed development site, effectively cutting it in two. Clarkebond was tasked with designing a solution which would overcome this physical obstacle.
In consultation with NRW, Clarkebond has proposed a solution that raises the ground level either side of and above the bund, effectively creating a development platform above the bund. To the river side of the bund, a river bank stability analysis has been undertaken to determine the maximum level that can be achieved close to the river. A suspended elevated walkway will be created alongside the river.
Another challenge was the strategic sewage pipe for Newport running through the site at a depth of approximately 20m. Clarkebond has presented options for managing this which include ensuring foundation do not impact on this deep sewer. Options presented for managing other large sewer pipes present include potential diversion and site layout options avoiding the pipes. Clarkebond has managed a full survey of all underground drainage including the historic storm water outfall to the River Usk. Clarkebond has also undertaken ground investigations and provided preliminary structural advice and is currently undertaking a Flood Consequence Assessment.
The development will include accommodation for 600 students, 140 residential units, basement car parking. There will also be extensive public realm provision which will include a wide riverside boardwalk and improved footpath and cycleway.
